Remove Reinforced Structure as a structure material as:

Instead classify it as a construction technique.
And list three technique options:
Light
Standard
Reinforced
Each technique can then be paired with a construction material (standard, endo, composite, etc).
Light Structure weights 0.75x standard. However, every hit to Light Structure adds +1 damage to the hit (extra damage only carries to a new location if it damages the internal structure) and adds a +1 to all Critical Hit Chance results.
Thus allowing Reinforced Endo-Steel Structure.
or for the truly insane... Light Composite Structure.
